The ventilated seats in my 750 are completely worthless.
My old 2010 Infiniti, though… if not properly dressed I could freeze my beanbag to the driver’s seat in 20 seconds.

I had the same experience with an LS 460 I had.
They could really make the vent seats so much better but people keep buying them, myself included. 
the worst cooled seats i experienced were on a Lexus lx570 2010 barely felt them. the nicest were on GM yukon/tahoe

I am new to leasing . So when my dealer says that the adjusted cap cost is 39k , does it mean they will handle all registration and title transfer and paying of 6.25% taxes and transfer it to my name. Or does 39k just include the buyout and registration and titling are separate ?

Wrong. My point was not to block anything and let it really be free market. If manufacturers want to sell directly then they should be able to. Lobbyists should not dictate laws.
