I would expect a $7k+ one-pay lease to almost certainly be inclusive of all tax/fees, yes. And this MSRP is definitely for a fully loaded Premier.

what was the deal for monthly payments instead of 1 pay?

Probably comes out to about 245 a month as a true sign and drive with 35 payments. Monthly payments add about $1,000 worth of interest to the deal over 3 years.
