Idk why it’s a surprise, I have my buddy’s contract somewhere from Feb ‘23 for $900 DAS and Monthly - and it was incl IL taxes @ 8.25%

I can guarantee that dealer does buy rate and honors that discount as well
Add additional incentives like GM Card sign up $300 and/or GM supplier you are well within $800 range
I think after purchase you also get like 30,000 GM points ($300) which can be applied towards your monthly payment bringing down your effective DAS

I have seen stuff like that posted lots of times by dealers and it has some purchase incentive included, etc.
