Or they had too many recent patch jobs people are calling about so changed policy to recoup some costs.
Anything is possible, but I also included some safety picture showing the allowed patching area and their patch was slightly off 
They didnāt want the bear coming after them represented by the law offices of Dewey Cheetam and Howe.
