Lease buyouts restricted?

I was told today that my usual process of selling my leased car to a third party who then sell it themselves (to avoid sales tax) is suddenly restricted and disallowed by quite a few brands. Does this apply to any used car purchaser? For example, I saw Mercedes isn’t allowing CarMax to takeover a lease as a dealer.

Yes, and it’s been at least a few months for Merc.

Most if not All (Except for FCA) force you to buy it first.

You can still sell it to the dealer…that’s always allowed.
