Any suggestions/ideas? This may not be the right dealer, but I am trying to understand the structure.

2. Move to a strategy of making offers
3. Present a target deal as a yes/no to the dealer

Yes. You might have to fly somewhere and drive it home, you might have to ship it. If the deal is good enough then deal with that, then. FL and GA are not your target. Volvo incentives are by region not your address so ideally you want one from a region with more incentives.
