Volvo Early pull ahead personal property tax assessment

So I rolled into a 2020 Volvo V60CC from a 2017 Volvo V60 CC with 8 months left on the original lease. I got the bill from Volvo about wear and tear and while I wasn’t charged for any excess wear and tear I was assessed a $453 personal property tax. I did transfer the plates from the old car to the new one and this is my first experience with this. Should I assume it’s sales tax? I m in MA.

It’s not sales tax. @Bostoncarconcierge can explain how it works in MA. Volvo estimates property tax, so you may want to confirm the exact amount with MA and tell Volvo that you will wait until they get the actual bill from MA. But it may be different from VA.
