Just an update, they are willing to send the form to mbfs and let them process. So no grantee about the refund, but we can make the deal and let the mbfs decide the refund. Thanks!

that means you take the risk and the dealer wins assume you are not getting it

My understanding is that it is a normal process that mbfs need to process the refund not the dealer, as mentioned in the other post in the forum. But I agree there is some risk here. Thank you!
