FYI - rather than send out the LH calculator, there’s an iOS app called Leasematic that works the same way, you just have to manually put in the data. I always send screenshots of that and it’s worked pretty well.
I don’t think Leasematic has been updated in a long time and the creator was a Leasehackr? I don’t know although I definitely heard about it here.

No, taxes are on monthly. Prior to 2015 IL taxes leases on the full price.
In Chicago proper you pay the state/county tax on the monthly payment + the city imposes a use tax of 8%~
Sending the LH calc is never really a good idea. I usually write out all of the numbers in a bullet point format and send as an email or via text.
Are they giving you the discount but then realizing the lease numbers are too low? I would see if you can schedule a time to discuss the numbers with the sales manager so that you and them are on the same page, because it seems like there is some lower than expected monthly payment shock with the salesperson.
