Should full EV "rebate" be line itemed in the lease?

I have been getting multiple quotes for a 2016 Chevrolet Volt and many of the lease sheets show a “rebate” against capital costs in the area of $6,300. My understanding is the lease company gets the full $7500 Federal Tax Incentive for EV purchases. Is this just the dealer trying to recover part of our negotiated discount or legitimate?

The $6,300 does include the $7,500 tax credit. The residual is adjusted accordingly. Last month you could lease a 2015 Volt with over $10,000 lease cash, but the residual was down in the 30% area.
