Question about leasing car from CA with relative's address for registration

I have noticed that CA (SoCal or NorCal) have awesome deals for EV lease. Doesn’t matter what brand. Most of the brand have great deals for CA.

Is it possible to get any of those deal by providing my cousin’s address in SoCAL for registration purpose and then taking the car to AZ.

Basically I want to use my SSN, name, etc for lease. Just use cousin’s address in SoCAL to get the deal.

Bank will probably ask for proof that you live there if it doesn’t show on your credit pull or you have an AZ drivers license (Utility bill with your name and matching address)
