PA tax on leases is at minimum 9% (6% sales tax + 3% lease adder) and if you live in Philadelphia or Allegheny County it’s 10%.

You guys lost me on that.
I trust buyers to know the tax rate for where they’re registering. 
If you lease a car, the tax is the tax regardless of where you buy it or if you register it elsewhere and then move it in after. You can’t dodge it if you’re registering in PA.
