The two major reasons I see this happen are:
Folks are new-ish to the US and don’t have enough established credit to make it happen
Or
Someone has a lower score than they thought (or they know they don’t have a great score but want to try and see how theirs affects the payment) and the dealer bumps the MF due to risk, increasing the payment by 20-30 (in this example) and the prospective buyer changes their mind.
Good news is, this is all done before anyone is sent to the dealership so no one is getting surprised in F&I
