Its a state regulation that you canāt use msds if you buy instate.
It is an Audi regulation that NY residents canāt do msds no matter where you buy.

Probably smart. They donāt want to frustrate their NY dealers with NY customers getting wise and going to NJ or CT to lease with MSDs (even if thatās a small % of Audi leasees). That and they donāt want to draw the ire of NY legislators who may see that as an end run possibly.

I know Toyota Financial/Lexus does not allow to do MSDās to NY customers regardless they buy in NJ or in any other state.
