No MSDs for Volvo in Texas?

All,

I am a newbie here. While negotiating a lease deal on a Volvo XC90 in Texas, I was told by the dealer that MSDs are not allowed in Texas for Volvo. That sounds strange. Is that accurate or are they giving me a run around? Thanks for the guidance!
