Newbie questions; hurricane help

Hey everyone I’m new to the forum and the world of leasing. Just recently lost my vehicle in hurricane Helene. Currently dealing with car insurance and also home flooding insurance. Trying to get into a new vehicle. I have been playing around with this site for a few days and reading the forums. I still have a lot to learn but I also am in need of finding a vehicle soon. Have reached out to several dealerships to start negotiations on a lease deal. After searching this forum I found the idea of looking into 2023 Ford Lightnings as it seemed like they were trying to get rid of inventory. After initially reaching out to a few dealerships I got two responses which were vague but in my low experience not terrible offers. Basically both dealerships were offering 36 month 10k miles for ~$80K Lightninig Lariat models for around $800/month with zero down. I just recently received a ford direct offer of $2500 off. Based on incentives I found on this site I now qualify for hurricane Helene relief ford assist (plan A pricing). I was just wondering what my next steps would be in negotiations. What would I expect plan A pricing to do to my offer? Sorry if my questions are pretty basic, again this is a whole new world to me as I have only owned/financed vehicles before. Any advice would be greatly appreciated.

Breaking it down for someone who may have the answer:

Can you combine a dealer discount on top of A Plan for a Ford Lightning?

If so the goal is to maximize dealer discount before mentioning any of the incentives.

You may want to also shop out of state, I suspect theres a lot of people in your situation, and there may be more after the next hurricane.
