It was a 3 year lease so there is about 19 months left

What state the the lease originate in?

Any way to maintain a residence or business in CA? Perhaps parents, relatives or Mail Box etc address. Maybe you can claim you’re using the vehicle in both states until the lease terminates, then start a new lease in TX.

Why would anyone commit possible fraud just because they haven’t figured out how to fill out a form?

Because $3k is a lot of anyone’s money and is it really fraud or exploiting a hack / loophole, something this site is known for.

Since they are a new resident of Texas, @M_P1 likely won’t have to pay any tax at all.

Anyway, hacks and loopholes are legal, what you’re suggesting is not.

New resident to Texas should only have to pay the $95 fee.

Also, if they are a CA resident, they are paying CA sales tax on the monthly lease payment which will go away. You are able to bypass sales tax on the car if you lease in CA and move to TX.

The owner is the owner as listed on the title, but if you are at all unsure, just leave it blank and fill it out at the county tax office. They’ll help you fill it out.
