Nothing if you lease another GM vehicle. Maybe $50 (or so guess) otherwise.

Find an old owners manual from another vehicle you own. Create a new cover that is for the car you are turning in, affix it to the cover of the owners manual of the old car. Leave in glovebox and hope they don’t notice. (just kidding, I’m not encouraging fraud)
Dealer may not even notice that it’s missing. Or care if it is.
1 Print out a sheet with a link to the online manual
2 Burn a cd with the manual in glovebox
3 Put the manual on a cheap usb drive and leave in glovebox
Who reads a paper manual anymore? Some cars even have the manual in the infotainment system
Look at Ebay or a Junk yard.
When I turned in my 2016 Buick Encore this last February I had a pre-inspection done. The inspector took many photos. One photo of which I remember him taking was of the owners manual (outside the folder) plus the two keys in a single photo. The inspector said that he was required to take that photo just as it was to get the car released. His inspection report gets used by GM Financial to assess potential “excess wear”. In all he took maybe 30-40 photos of the car.
So these ideas of putting old socks in the folder hoping nobody notices probably won’t cut it.
Well, that may be for GM. All depends, I guess. I had very easy inspections with Volvo. Couple of photos and no questions about books. The dealer didn’t check for manual either.
I had the same experience @masterblaster had with both GM and Nissan. This will be a YMMV situation based on captive it appears.
They just wanted to get away from you as soon as possible. And I can’t blame them either
