Does anyone have any advice on leasing leftover 2017 models. Some higher end cars are listed at 25-40% off MSRP, would that price decrease be reflected in a lease payment?

You can’t lease a 2017. They are almost all buy only now.
Why is that? Is that an industry wide thing?
Yes, all manufacturers stop supporting the previous year models usually in March or April. So around April-June 2019 it will be very hard to lease most 2018’s for example
