They had some issues getting the Infiniti I leased from Quentin’s dealership in the NE/Mid-Atlantic registered in my state of NC. No issues needing an inspection, more along the lines of figuring out how much was owed as part of the process. Leased in May 2018, successfully registered in Aug 2018. Actually works out well because with the 39 month lease and the 3 months it took, I wont owe another year of property tax for months 37-39.
For out-of-state vehicles or trailers, you will need:
Completed Application for Title and Registration (VSA 17A). NOTE: When titling in the name of a business, the applicant should include the business name, applicant’s name, and the applicant’s position with the business. For quality assurance purposes, provide the company Employer Identification Number (EIN).
Title or registration card from your previous state of residence or a branch of the United States Armed Forces with your name appearing as owner, OR previous owner’s out-of-state title signed over to you.NOTE: If you register a vehicle using an out-of-state registration card, the card must be in the owner’s name and either unexpired or expired for less than twelve (12) months. You will only receive a Virginia registration card. You will not receive a Virginia title until you submit the out-of-state title to the Virginia DMV.
This seems right. VA has three day trip permits which would work… except the DMV website says they are only valid in Virginia and if you are driving out of state you need to contact every jurisdiction you are driving through.
My guess would be the VA trip permit with proof of insurance (which the trip permit requires) is sufficient but I would also guess you are likely to get pulled over several times driving back from New England since your car won’t have license plates on it. Only takes one real wound up cop to ruin your day. I’d probably ship it to avoid the risk but there doesn’t seem to be a good solution.
That is aimed at registering cars you already own and are bringing in from out of state. You cant follow those steps until transaction is complete.
Now, if the dealer will sell him car remotely and FedEx him all the paperwork that is fine. Otherwise the only way to follow those steps would be for buyer to fly up to Boston, buy the car, fly back down with paperwork, register car, then fly back up and drive it down.

Prospective Purchaser’s Trip Permit
A prospective purchaser’s trip permit is available for Virginia residents who intend to purchase a vehicle that will be titled/registered in Virginia. These permits are valid for three days, beginning on the date of the purchase (as indicated on the bill of sale).
The original bill of sale must be attached to the permit to validate the permit, and the permit must be displayed in the vehicle window while the vehicle is operated under the permit. If the customer has not purchased the vehicle WITHIN 15 DAYS after printing the permit, he must purchase another permit.
“A standard trip permit allows the owner of any motor vehicle, trailer or semitrailer to move the vehicle from one location to another without registering the vehicle. Standard trip permits are valid for three consecutive days. The Virginia trip permit is valid only in Virginia. The customer must contact other state(s) if the travel route is outside of Virginia.”
The DMVs website is garbage. It sometimes has substantive differences based on mobile website versus desktop website. But Google that quote and you should find what I am looking at on my mobile browser.

New car does not need emissions inspection. However, you should get state safety inspection sticker ASAP once drive down to VA.
Paid - VA state sales tax (4.15%) + $15 title fee + $93.50 (2 years registration fee)
For prospective purchaser’s 3 day trip permit, DMV representative said okay to drive from MA to VA. However as EC99 mentioned, pull over by troopers might ruin your day.
