The KIA guide you posted above says anything over 4" is chargeable. Yours might not be a ding but it’s definitely a scratch and under 4" so it should be just normal wear and tear.

Seriously the inspector isn’t going to bat an eye at something like that, they see it everyday, they’ll take a quick measurement, under 4", no charge, and move on to the next item.

FWIW I had a similar scratch on my Audi rear bumper a few years back, about 2" long down to the black plastic base (on a white car), at lease end it was no charge.
