Do you live in the same zip code as that person, qualify for the same incentives, targeted the same spec vehicle with the same msrp, etc?
There are a huge amount of variables that go into a lease. You CAN NOT simply look at someone else’s monthly/das and go off that. What will end up happening is you make an uninformed, super low ball offer to a dealer that paints you as clueless and wasting time. Your offer will go straight in the trash.
Beyond that, when you take the time to put together a well-researched, aggressive offer, you should fully expect that most dealers will say no/not respond.
