I have multiple dealers and few are in NY.
The NY rebate will be available to NY residents but you pay taxes on the cap cost which will take all of the rebate and some more.
If you are looking to lease it has to be for 36 months to get the rebate, for the 2018 purchase you will get the NY rebate.

NJ residents will not get the $1700 rebate but will be able to register the car tax free making it an almost equivalent deal.
After you get the car you can still apply for the $7,500 Federal tax credit on your next tax return bringing the overall cost to $19800 provided you owe the fed at least 7500 in taxes for the year 2019.
NY residents will pay tax on the car and NJ residents will be tax free.
If you have OL code (Credit of $500 will be given), the price drops even further.
You can also apply for BMW financing for this vehicle if required but it can be bought for cash, your personal bank finance and there is no requirements to use BMW financial for loan.
This deal is not specific to NY/NJ only but if you are from other state you will have to come to the dealer in NY to sign the lease and any rebates from your state will be taken care of by yourself.
