How does this work? Does the dealer give me $500 or include it in the deal?
They apply a $500 consumer rebate on the contract (since it is taxable) but they collect the $500 from Barclays/credit card promotion.
Is it possible to send documents to GM Rewards CC now and after 10-15 days when they approve a citizen’s “identity”, I charge the $1000 on the card at dealership then and get the $500 credit ? or is it only at the time of buying/leasing the car?

The customer must make an initial purchase transaction in the Dealership of at least $1,000 on new card account.
Examples of initial transaction: GM Accessories, GM Protection Products, New Vehicle Down Payment, etc.
My GM Rewards Card and GM Extended Family Card qualify
