I suspect that they mail a letter to the target market with the certificate number.

Have a large income, have a great credit score as well as large credit capacity and then just maybe you’ll be deemed worthy of one.

conversely, the rich are those who can ferret out these extra discounts, bonuses etc.
A paycheck to paycheck person is more likely to be unsophisticated and pay MSRP + 10% interest rate on a new set of wheels …
I suspect that GM (by issuing these certificates) has little interest in getting someone a better deal on a Chevy Spark. No what they want is to induce someone to come off the fence and go buy a loaded Tahoe or Escalade.
Don’t bother emailing, calling, clicking on every option that pops up on their site or building one 500 different times on 8 different devices. At least it didn’t work for a friend of my second cousin twice removed:pensive:. That damn “contact dealer” crap would pop up and it’s like scratching a lottery ticket and getting a match… then you realize the prize isn’t even half of the $10 you spent. Oh yea, I’ve taken 52 surveys by that I Percerptions or whatever it called.
