Georgia new TAVT (title ad valorem tax)?

Hey guys,
I’m looking at leasing a vehicle. The last vehicle I leased the TAVT (title ad valorem tax) applied to the entire sale price of the vehicle, but I learned recently that they changed the TAVT to only be applied to the total lease price. I have a couple of questions: 1) Has this already taken effect or will it on Jan/1? If it is Jan/1, can I take delivery of the vehicle this month and register it in Jan to save on the title ad valorem? 2) How would this work if I purchased the car in another state (North Carolina) but registering it in GA? Would I be paying NC’s tax or GA’s, or both?

It takes effect on January 1st, so AFAIK you must wait until then. If you buy a car in North Carolina, you will not pay NC tax, but you will have to pay GA TAVT. They would probably go by the sale date, so you would have to pay it on the full price I think. It’s best to just wait until after the first of the year.
