I am looking to roll up all the fees and taxes in a monthly payment but I was told by a Toyota dealership that first payment and all fees are always due at signing. Is this true or is this based on the dealership itself?

With the possible exception of the first payment (someone else will certainly weigh in on that) you should be able to structure the lease any way you want.
It sounds to me like they’re trying to distract you with a low monthly payment so you aren’t really looking at total lease cost.
Red flag, contact more dealers. Really you should know what the numbers are before you even contact the dealer, “I want $xxx a month with just first at signing on stock #xyz, xyz term and miles, deal or no deal?” and hit up every dealer until one says yes.
Unless there are credit issues perhaps?
Mystery Toyota’s don’t require good credits.
I considered that until I re-read the original post.
They may have prior experience with people getting irate when it’s been brought up; at any rate I don’t put much stock in how sales people phrase things.
