In terms of leasing, which state is better to lease and register a car in to maximize the tax and EV benefits? I have both NY and PA homes but am unsure if I am missing something in the big picture.

I would say better is to register in PA.
I do not see an EV car that has fewer incentives in PA than in NY.
All incentives from NY state are not applicable for lease shorter than 36 months and cars with MSRP above $42k.
In PA, you do NOT pay sales tax from incentives, and tax is paid monthly. This may help if you want to get rid of the car before the lease ends by selling or transfer the lease if allowed.
