Who claims the credit for a new EV? Can I claim it or is it claimed by the dealer? If this is claimed by the dealer has anyone successfully convinced a dealer ( in CA or AZ) to pass the credit to you? The 7500 federal credit looks too good.

Neither. Claimed by the captive. They either include it in an incentive from the manufacturer or they don’t. You don’t get a say in the matter. The dealer doesn’t get a say in the matter.
