Do Mini loaners qualify for new car lease incentives?

I was in a discussion with a dealer regarding a 2021 Mini Countryman S loaner with ~ 3-4k farts and he said the current $2k lease incentive on the 2021 Countryman doesn’t apply to loaners because it’s an incentive rather than a rebate.

I might just be dense, but why should that matter? Is he correct?

I know with BMW you definitely still qualify for new car incentives on a loaner as long as it’s under a certain mileage, so I would be surprised if Mini is different.

Also interested. Although in the current used car market, I don’t think even loaners will be discounted competitively vs new.
