Deal check - IONIQ 6 SEL (onepay lease)

I’m trying to better understand fees and taxes. Delaware has no sales tax. On leases it looks like a “use tax” of 2.3% applies. Should I expect that this tax is applied to the purchase price or the lease cost (eg depreciation + rent charge)? Government fees are 4.5% of the cost of the lease. Is that rate applied to that same amount as the use tax? So in total I’m seeing a dealer fee, acquisition fee, documentation fee, government fee, use tax. Anything else I should be aware of?

Looking at my one pay lease document, I see an use tax and government fees which is to get your plates and registration. The government fees were around $581 for me. Doc/dealer fee should be $899. Acquisition is $650. That should be it.
I don’t believe any of the fees increased recently. I closed on a deal with a friend last week and the fees were the same as my deal from six weeks ago.

So Delaware’s use tax and government fees are one cost not two?

I see it as two separate line items.
