Can I signup for a Costco membership today to get the rebates that are being offered or do I need to have it for a certain amount of time before qualifying?

But Item #1 says by August 4. Am confused and maybe not so bright lol
It’s okay, you have to be a member before August 4th in order to qualify. So if you are signing up today, September 13th; you won’t qualify.
Does the re-enable a prior account trick still work? [Kind of like Amex, thanks for being a member since 2004, although not continuous].
Yes you can re open a closed account and it works. We did that last month
You get a certificate/code, from Costco. If you’re not eligible, you won’t be able to get it. Yes, dealers do ensure they get legit codes because that’s how they get paid.
Best sign up and keep a membership. It’s one of those things recommended to keep around if you shop for cars often. Good luck
Dealers know all about it. They even asked me if I had one without me mentioning it.
They know exactly how to process and get the code etc
Possible to upgrade from gold to executive and get the higher rebate?
I think so. But not certain

How old was your close account? I have a friend who’s account is 10+ years old.
Ours was about 5
Did they upgrade in person or can it be done in the app/online?
They upgraded online and then was able to generate a code associated with the executive membership.
