I have the regular membership, how soon before the lease purchase should I get the executive membership to be eligible for the executive cash?
You can technically do it immediately before
so if im not a costco member now, I can just sign up now to get the incentive?
No, they check the date of signup, not the date of promotion.

The T&Cs typical say you must be a member the day before that program started.
As @ahash said you can upgrade from ghetto-tier to Exec member anytime, then request your certificate.
This is only for months that Costco Auto offers special OEM incentives. Their auto buying program is a waste of time.

You can also downgrade or cancel your membership at any time so get it a little before and then cancel as soon as is reasonable. Check the T&C
