Yeah, for the Blazer EV, GM is not passing the $7,500 as a taxable rebate. Rather, they are using it to prop up the residual to reduce the amount of depreciation paid over the life of the lease.
This approach removes the incentive for people to do a lease then buy out the lease to capture the $7,500. The only way a Blazer EV lessee can get the $7,500 is to ride out the lease.
Being said, I think Z0lt3c’s 89.5% residual seems wrong on his calculator link.

The residual is based on applying the $7500 to the standard program. This is what my local dealer advised me, but they could certainly be wrong. They have 16 of these on the lot. Even if you hold the residual at 75%, finding one with the 3250 CCR and 2500 enhanced loyalty (for Bolt owners) still gets you around a $5K 24mo one pay.

With so many rebates, it’s hard to say for sure what a full stack can look like.

$1k loyalty or conquest - all markets, all vins -or-
$2500 Bolt loyalty - must own 30 day prior to sale. -plus-
GM rewards points -plus-
one-pay MF reduction
Standard program residual already includes $7500 enhancement for May.
For other regions
$4K Conquest, market specific, but this replaces the $3250 rebate.
The Bolt Loyalty rebate can be up to $3K.

3k is for 2017 or newer Bolt in household

Supplier employees can gift their yearly authorizations. They’d need to do it from their GM rewards accounts- and make sure to put your birthdate and zip code on the authorization beneficiary’s page
Ratefinder is either not representing the rebate usage correctly, missing rebates, or both. You can see in the desking sheet shared above the stackable rebate total was $9250 (Bolt owner). At minimum, it seems Supplier + Loyalty/Conquest should be stackable, which is not permitted by calculator.
Just checked with local Chevy Dealer in Maine: Neither Cash Bonus nor $4k conquest apply here.
So you get:
$1k loyalty (or $2500 Bolt)
$1k supplier
$1k Costco
