my case is opposite! have fuel cell and go with non fuel cell. do you see the twist? 
Also my time line is exactly December when I applied. So I applied in November and approved in December. Kinda risky!
I applied in November 18 and approved in December 18.
So how December 3 works?

I have an interpretation, but if you don’t agree with mine, I’m not CARB and I don’t administer CVRP, and we can end up going in circles.
Or perhaps (if I am reading right) your question here might better be summarized as: you leased a fuel cell vehicle before the Dec 3rd date but received your CVRP refund after that date, and now you want to lease another vehicle, and has anyone else done exactly that and found themselves to be eligible?
Yes! Thank you! That is exactly my question. Based on below timeline I want to see I am eligible for another one or not. And also does it matter if first one is fuel cell and second one EV?

I am planning on making an edit on something that I need clarification on. For the CVRP, the rebate I know is $2000 for most people. I seem to have misunderstood that the $2500 offered is just an additional $500 to the $2000, or is it $2000 + $2500 as I previously thought?
It’s an additional $2500, for a total of $4500.
2000$ is for the cvrp for bolt. Where is the 2500$ coming from?

You have to apply for CVAP and get approved before you can use it. And if you’ve claimed it once and are asking if you can again, the fine folks there would be the authority on your specific situation.
What proof do I need to transfer Costco/Conquest/PGE rebates? My roommate has a Costco card and another roommate has a current lease and PGE account. Can I still use the account info and show our home lease as household proof?
