CAV decal in bayarea - who is the owner of the leased vehicle

Hi leasehackers,
I leased a 2024 chevy equinox 2lt on nov.1 and got the license plate dec.1, but there was no “Clean Air Vehicle (CAV)” decal in the packet. Reading the dmv.ca.gov site, it said “the owner” has to register to get and when I tried registering, dmv portal said, " Your name does not match the registered owner on record. Only the registered owner can apply for a Clean Air Vehicle Decal"
so, now I’m confused, who is the registered owner for a leased vehicle? me or dealership or Chevy? when I asked this to my dealer, he said, just go to DMV in person and they will resolve - that’s not helping me. Plus, I’m some of you who leased EV should have already resolved this. can you please help.
