Can someone help explain these three incentives?

I’m in Southern California and debating between Audi q6 e-tron or Cadillac lyriq. My local Cadillac dealer is advertising certain incentives on the rear wheel drive sport2, but I prefer the all-wheel drive sport3. Can the dealer apply the incentives to whatever car they want or are they VIN specific? That’s $6500 difference in incentives!

Cadillac CTA Program = loaner and GM Dealer Cash Program = rebate. I’m shopping hard for a Lyriq and have no idea what a LQCC Voucher is other than it is some other type of rebate.
