If this happened would you have any recourse?
Shoot a video and pics of them giving you the car and include rims and VIN and salesperson at the dealer etc.
Just in case.

From my experience with apraisers, they don’t notice things like that. They look for factory wheels, if the car has factory wheels with good tire tread when you turn it in you should be good.
The sales person was wrong. Swapping the 20" wheels will reduce the MSRP too. Here is the final deal looked like:
