Syracuse, NY. Didn’t include any incentives because the monthly payment I have is already so good, especially with zero down. But as an incentive, I’d be willing to pay the month that the car is transferred. So if it is transferred mid month or early month I wouldn’t make you pay for a partial month.

Does the payment include tax?

How does it work when there is a difference in county tax, does it get recalculated and the difference added to the payment?

Yes, that’s the all in cost. Not sure how taxes change tbh. BMW must handle that.
