2022-2023 Volvo V60 tourist delivery

I’m not good with this stuff an need some feedback/help It will be very much appreciated. The person who helps me the most with receive a present from me as a ty.
So I currently have a 2019 Subaru outback fully loaded and very very vclean. I purchased right before covid was announced in the usa (about 35 days) . It is my daly drive and the only vehicle in my household.
My currently monthly payment is $515 and I owe $20k to the bank. I paid $30K for it at the time. And I know I can sell it right now private party for $32k minimum (outside of CA, in markets like Tahoe and Denver). Multiples dealers have offered me $29K for it. It is still in excellent condition and has all highway miles on it (really only driven back and forth to L.A.monthly) Where I live, the furthest in town driving I do is within 2 miles from my house, that’s all. No animals have been in the car and no one has ever sat on the back seats. Passenger seat has only had my GF on it a few times.

I want to get into a fully loaded 2022 V60 which most dealers do not have on their lot nor in their pripline/allotment. I have called all over the USA trying to find the color combo I must have (white on blond)
I was planning on purchasing but am not opposed to a lease if it can be a lower monthly, make sense, and i’ll plan to buy it out at the end or release a newer one. I have never even done a lease before, all my vehicles have been either paid cash outright or a bank loan. I have an 805 credit score.
I have been trying to do a custom build and the overseas tourist program But a dealer would need to give up an allotment spot. Doing this would also save me about 7% to 9%. Plus it also saves me ALOT of money on a monthly rental car during my already planned trip to Europe in October, it’s a coincidence that this coincides with when the 2023s should be hitting dealer lots. But Volvo has not even disclosed specs for the usa on these yet. So not really sure how a custom build would work not knowing what’s different; as faras options and exterior styling. If I do the Overseas tourist program I will not be able to do a lease (which is okay)
I really do not mind waiting the custom build time frame. Although I think it’s a great time to get out of my current vehicle before anything bad by chance happens that would lower the current value, more wear and tear, and more mileage would be put on, should I decide to keep longer.

I also do not know if its better to put it in my Business name instead. Or go to Oregon to not pay sales tax. Or even DE where tax is very low, plus I own a second company there.

Try the Washington DC dealers. When my sister purchased her S60 (it ended up being built), she considered a V60CC and numerous DC dealers were willing to do OSD on them.
