What’s a good target % off MSRP (before rebates) for a new 2019 BMW X3? NY/NJ (NYC) area.

Depends if new or loaner, depends on trim, color combo, mood of sales manager, etc.

You need to be more specific but good rule of thumb on new is 8-11% being workable, 11-13% requiring some pretty good effort or a high MSRP/Odd color combo. Expect 1-2% premium over these numbers on Xdrive up north.

A loaner can usually be gotten for an additional 5-10% off depending on how aggressive the dealer is.
