Yeah, with the right discount. I tried with VA tax which is 1.75% lower.
In Texas it will take more than the discount - it will take the Manufacturer/Dealer to throw in Tax credits. I am not saying impossible, I am saying you will need all the stars to align
a) 49k loaner
b) Under 5k miles
c) Dealer giving 20% off, applying all incentives and allowing OL + loyalty
d) Tax credits to offset most of Taxes.
e) MSD with waived acq fee

There is a difference between 299 and Low 300s my friend.
There is a difference between 38K and 49K X2 also, my friend. Base and loaded.
20% off not currently a realistic expectation, or not anymore. Either way this is as good as it is going to get or close enough by a few dollars and all of this magic is going away this month, sounds like 2018s support will be dropped. Obviously there are other variables on other cars besides this one and credit scenarios that will yield higher monthly payments, so with that being said the sooner you get in the better.
