2017 mercedes E300 CPO - how much off original MSRP?

My friend wants to buy (finance) a 2017 E300 low milage CPO car. They have under 5000 mi.

What percentage off MSRP should he aim for? The dealers claim “there’s cost in certifying etc”.

I know it’s not a lease question, thought maybe someone might still have some thoughts on it.

I have seen people recommend 22-24% msrp. I have personally tried my best and haven’t been able to get less than 19. Source: I am still searching

I’ve have seen 20% for loaner vehicles with 3000+ miles. I think there are ways to get additional 2 - 3% but I haven’t found out how yet. I’m still learning. There was one in Annapolis that had one for 25% MSRP but that’s got close to 8200 miles on it. I tried to find out more about the vehicle to lease it they were not very transparent on the monthly calculations (they didn’t match any of the lease calculators) so I ended up not following up on it.

If they advertise 25% and “normal” discount is around 20% then they naturally expect to make up that extra 5% on something else - MF, acquisition, no MSD, etc. BTW, they’ve been advertising this discount for months and I don’t believe anyone from here was able to get anything out of them.
Curious to see if they sell (not lease) this car at 25% off.

On a basically brand new car all they’re doing is changing the oil and slapping on the one-year OR 2 year extension CPO of warranty which MB corporate subverts - it probably cost the dealer 600 to 700 bucks.
