What is the website, that will handle the private transaction for a little fee.

One of my neighbor is selling his car, he has a lien on it, want to sell it using 3rd party.

There are multiple. Drive_Caramel, KeySavvy, TRED, etc.

Don’t use the word “transfer” though, you are not going to needlessly confuse people.

It’s a sale. Private party or not, it’s a sale.
