Is there evidence this survey is real beyond a reference in the daily caller? But there is no evidence of it in any other source or on CARBs website. It may well be but it couldn’t be done in secret with California Open Records Act. Hell, if they had just called CARB they probably could have got confirmation if this survey actually exists.
It is literally just a toll to drive on a road. Whatever the policy question, toll roads have existed in North America since colonial times.
And for what it’s worth, congestion pricing (as first implemented in London and Singapore) just attempts to resolve a modern version of the tragedy of the commons You have a public good (the road) that is freely available to all. But too many people want to use it which dramatically reduces it use to all. Somehow you have to figure out a way to ration that resource. And building more roads isn’t an answer because 1. You aren’t going to knock down Buckingham Palace or Big Ben to build highways and 2. Demand will grow to meet supply of a public good.
