I’ve registered cars to an Alaska resident on orders out of the South before - as long as you have military ID and pass the other checks you’d be fine purchasing a car in the mid-Atlantic as long as the dealer is willing to accommodate - so I’d say shop as far as you’re willing to ship - FL Reg. with orders to VA will save you a buttload on lease and property tax compared to VA.
