I did, had it for couple of year. It’s fine if it’s free, but was spotty (at least in my area).
For the free version, do they track you and send you ads?
I dont recall ads. So the reason the service is free, by using the service you generate Helium tokens. In the past, the user kept the tokens. Now, the tokens stay with Helium, in return the service is free. To answer your question, yes….you are tracked

I have an AT&T post paid plan on a giant group plan, I don’t even know how much it is because I just trade my some streaming services with my friend for the service. I just picked up a prepaid Metro by T-Mobile line just the MLB streaming($149 for the season), $120 for 6 months. Just tested the download speed between the two and the prepaid Metro line blows the AT&T line away, was kind of shocked. Running two sims is nice, you’ll probably always have decent service, plus I have another line to give to stealerships
