i suppose it depends on what you consider the rubric for ‘better’ consists of. is it better if you can walk into a hospital when something happens and not have your entire life ruined with debt? maybe the quality of care at maybe 10 organizations and hospitals across the country might be ‘better’ but does that really make our entire system ‘better’?
if it is better, why does medical tourism exist as an industry?

The US government? Pharamcy companies based in the US? Pharmacy companies financially compensated by the US healthcare system? Research centers funded by US money?
One could ask the same question with how many people come to the US for medical care.
Realistically, the answer to your question differs depending on if your question is based on overall quality of care, technical aptitude, etc or if your question is based on affordability.
