Newb question about incentives

I understood one should be negotiating the price off the msrp and then subtracting the incentives. Am I wrong?

I got a dealer to agree on a quote (2024 RDX Base) for $42,450 (msrp $45,845)

When I got him on the phone he said he included ($1k loyalty , $1k lease cash) in the discount.

Which only puts the actual discount off msrp 3.04% when I was aiming for 7.4%.

Is that the norm or is he pulling a fast one?

Any help would be greatly appreciated.

Typical for them to include discounts to make it seem like theyre giving you a better deal. Always be sure to clarify so youre speaking the same language.

I always make it a point to negotiate the selling price without any incentives and make sure my dealer understands that and prices accordingly

I suggest to do some research on here to find out what people are getting as far as discounts before incentives
