Dealer is in PA–do the incentives apply to where the dealership is located or where the car ultimately lives?

Perfect, you get NER incentives - $3,250. But go for a new one unless you get substantial discount on a loaner.

Got it, so unless I’m getting better than $3250+$3000 (A-Plan, is this confirmed?)+$500 I’m paying way to much.

For new: 10-11% off MSRP + 3,250 + 3,000 + 500 = total discount. Plug into calculator and see. Then adjust loaner deal to be lower by $40-50.
Also - try 24 months, maybe less.

If it’s worth anything, I was getting quotes in the northeast for 7-9% off MSRP and $3,250 Volvo Allowance and $3,000 Aplan Rebate. With 9 MSDs. I would save $40 dollars a month or so. But I think under $550 a month for a new V90CC and 15k Miles is very doable. Picking mine up tomorrow, I’ll let you know how it goes.

Mind sharing which dealer has been the most flexible? It looks like this one isn’t willing to do any better than $45,900 for the loaner, which I just don’t feel is good enough. I got a honey of a deal from Prestige in NJ about 5 years ago, but their internet sales manager left and haven’t been able to recreate the magic since.
